Dr. William D. Sroufe

 

I am truly honored and excited to be the superintendent of Colonial Heights Public Schools, and I look forward to our future together!   I started my journey in 2019, when a global pandemic changed our lives for two years.

As we look toward 2022-2023, I am excited about the opportunities that we have for our students and staff.  Our vision is based upon the beliefs of our strategic planning committees and this is how we will look forward:

We believe that . . .

  • Diversified classroom environments, work-based and life skills experiences, and philanthropic endeavors are necessary for students to learn, collaborate, and grow. 
  • The school environment must be emotionally and physically safe for true learning to occur.
  • Communication and cooperation between students, families, communities, and schools have a direct correlation to the quality of the educational system and student success.
  • Acknowledging and embracing diversity, equity, and inclusion is essential to the well-being of the students and staff in our schools.
  • Students have a shared responsibility in their learning.
  • Our school division must be committed to continuous reflection and improvement to understand the needs of its students. 
  • Digital citizenship curriculum must be taught, practiced, and expected to foster safety and well-being of our 21st century learners and community.
  • Students today will live in a different future where they must be prepared to confront new challenges.
  • High quality and well-balanced education with an Educational Technology understanding requires proper fiscal, capital and human resources and support.
  • Social-emotional learning, wellness, and continued practice are the foundations of optimal learning.

 

I have been blessed with a beautiful family. In December, I am marrying Ms. Angela Downer, who is also a public educator.  Together we have five beautiful children: Emma, Emily, Mitchell, Benjamin and Jack.

I am beginning my 25th year in education.  I completed a B.S. and M.Ed. in Education and Educational Leadership from Old Dominion University, and Doctor of Education in Educational Leadership from Liberty University. During my career I have served in the following positions: middle school physical science teacher, middle school civics teacher, middle school world geography teacher, volleyball coach, SCA sponsor, high school informational technology teacher, elementary principal, director of human resources, and superintendent.

Even though the pandemic affected our schools, we have tried to keep the course, and have accomplished many things during my short tenure:

  • 5-year Strategic Plan (August/September 2023)
  • CHHS Renovations
  • New accounting system in line to be implemented (Fall, 2022)
  • New HR software for electronic evaluations and applications
  • New website being completed along with mobile app (Download here)
  • Replacement of Lakeview Elementary windows (Summer, 2020)
  • Replacement of Lakeview Elementary playground (Summer, 2022)
  • Promethean Panels in every classroom
  • Tussing HVAC project
  • We fed students during the global pandemic (Up to 400 meals a day).
  • No employee lost their position due to COVID-19 Pandemic
  • Expanded Governor’s School slots and added Maggie Walker and as option for our students
  • Initiated EAP Program for all employees
  • 5% raise for all employees for two consecutive years
  • Insurance rates kept level
  • Region 1 Superintendent of the Year
